Narrative description of Project:
ARTS team has built and fielded the GIROA Human Resource Management Information System for Ministry of Communications and Information Technology (MCIT) and the Civil Service Commission (IARCSC). It is currently deployed and in use in 8 Ministries. This system complies with all GIROA standards and policies and is localized in Dari and Pashto. It manages all HR functions including leave, Professional Development, Promotion, Salary Grading etc. In support of RAMPUP, ARTS would implement the system in Kandahar municipality, train the staff and provide technical support to the system in place. This system is ready for integration with the Financial Management Information System (FMIS) to enable such functions as payroll, allowances and pension management.
